Debra Schilling Wolfe, M.Ed.

Debra Schilling Wolfe, M.Ed., is the founding Executive Director of the Field Center for Children’s Policy, Practice & Research at the University of Pennsylvania. At the Field Center, she oversees the activities of a multidisciplinary team of nationally recognized child welfare experts, focused on policy and practice improvement, research, advocacy, and education, while providing consultation, training, and technical assistance to both the public and non-profit sectors. Ms. Wolfe’s efforts have contributed to legislative reform, the establishment of innovative child welfare programs and agencies, and bringing together experts across disciplines to address some of the child welfare system’s most vexing problems.

Since beginning her career over 30 years ago as a child welfare caseworker and supervisor in Massachusetts, Ms. Wolfe has held numerous leadership roles in the child welfare arena. She has directed a variety of child welfare programs and initiatives across the country, including the NY Foundling Hospital’s Crisis Nursery, Boston City Hospital’s Child Sexual Abuse Team, and Catholic Social Services in Michigan. Ms. Wolfe served as Clinical Director for Our Town Family Center in Tucson where she partnered with Arizona’s child welfare system to develop the nationally recognized Family Builders model of community response to child abuse and neglect. Her past clinical work includes child and family therapy and clinical supervision specifically with child abuse and maltreatment cases.

Ms. Wolfe served on the Board of Directors of the National Association for Family Based Services, as President of the Arizona Association of Family Centered Practice, and was a member of the founding Board of Directors of Mission Kids Child Advocacy Center. She was appointed to the recently established Pennsylvania Child Welfare Council, charged with statewide strategic planning. Ms. Wolfe chairs the Montgomery County (PA) Office of Children & Youth Citizens Advisory Committee as well as the County’s Child Fatality Review Committee.
